The applicant for the Carey dock must provide information on how land and water access will be legally secured in perpetuity for emergency services, confirm the correct Crown lease tenure with the provincial approving authority, and confirm the dock is sufficient for the proposed emergency service providers before the committee considers first reading of draft bylaws.[1]

The committee passed the request after considering a staff recommendation not to proceed further with the application to permit the existing private dock in the M2 Marine General zone.[1]

Staff said the application was not supported by current Official Community Plan conservation policies, while the plan allows private docks to be considered site by site if environmental and social effects are addressed.[1]

The applicants told trustees the dock could provide an alternative for medical evacuations and said they were willing to provide an easement through their property for emergency personnel access.[1]

Trustees also directed staff to add a referral to the Lasqueti Island Advisory Planning Commission to the Official Community Plan review project, to consider private docks and their use, including how environmental and social effects should be addressed.[1]
